H.E. Gen. Salva Kiir Mayardit, President of the Republic of South Sudan and Commander-in-Chief of the South Sudan People’s Defence Forces
His Excellency General Salva Kiir Mayardit serves as the President of the Republic of South Sudan and Commander-in-Chief of the South Sudan People’s Defence Forces and all other regular forces.
Background and Early Life
President Kiir was born in Warrap State. He grew up within a rural community shaped by discipline, service, and collective responsibility. At a young age, he joined the liberation movement and dedicated his life to the struggle for dignity, equality, and self-rule. He rose through the ranks of the Sudan People’s Liberation Movement and Army, where he gained leadership experience in administration, security, and national mobilisation.
Political Background
President Kiir served as a senior commander during the liberation struggle and later became First Vice President of Sudan and President of the Government of Southern Sudan following the Comprehensive Peace Agreement of 2005. On 9 July 2011, he was sworn in as the first President of the Republic of South Sudan, marking the formal transfer of sovereignty to a nationally elected leadership and the birth of an independent state.
Constitutional Mandate
Under the Transitional Constitution of the Republic of South Sudan, the President acts as Head of State, Head of Government, and Commander-in-Chief. The Constitution vests in the President executive authority to preserve national sovereignty, safeguard territorial integrity, promote peace, lead foreign relations, appoint key public officials, and ensure faithful implementation of the Constitution and the laws of the Republic. These powers and functions derive from Article 97 and related provisions governing the Office of the President.
